In a recent development, Larsen & Toubro (L&T) has emerged as the lowest bidder and secured the contract to construct Package C-3 of the Mumbai-Ahmedabad High-Speed Rail (MAHSR) project. The National High-Speed Rail Corporation Ltd. (NHSRCL) of India awarded this contract to L&T.
Package C-3 involves the construction of an elevated section spanning 135.45 km, connecting Shilphata to Zaroli in Maharashtra. It encompasses three elevated stations at Thane, Virar, and Boisar. Notably, the construction of the Thane Depot will be carried out under a separate civil construction contract known as Package D1, which received four bids in May.

The bidding process for the construction of Package C-3 commenced in November 2022, with an undisclosed estimated value and a completion deadline of 1704 days (approximately 4.66 years). In April, the technical bids were opened, revealing that four firms, including a consortium of three companies, had submitted their bids.
It is worth mentioning that NCC - J Kumar JV offered a 10.50% discount on schedules 1-8 of the financial bid sheet, while Afcons - KPTL JV provided a 16.45% discount on their entire bid value. Notably, Afcons - KPTL JV was the sole bidder to submit a multi-currency bid.

NCC - J Kumar JV: INR 18,839.46 crore
Afcons - KPTL JV: INR 21,467.22 crore + USD 32.13 million + JPY 32.47 million

After applying discounts and currency conversion, the final net price values are as follows:
Larsen & Toubro: INR 15,697 crore
NCC - J Kumar JV: INR 16,853 crore
Afcons - KPTL JV: Approximately INR 18,500 crore
Package C-3 encompasses the design and construction of civil and building works, including testing and commissioning, for the double-line high-speed railway. It involves viaducts, bridges, maintenance depot, tunnels, earth structures, and the stations at Thane, Virar, and Boisar. This package spans from Shilphata in Maharashtra to Zaroli at the Maharashtra-Gujarat border, covering a distance of approximately 135.45 km (excluding Thane Depot). The project aims to construct the Mumbai-Ahmedabad High-Speed Rail.
Upon being awarded this contract, L&T will be responsible for constructing a significant portion of the main-line, totaling 469.32 km (92.35%). This includes Packages C3, C4, C5, and C6, stretching from Shilphata Ramp on the outskirts of Mumbai to the southern area of Ahmedabad city.
Among the civil packages in Maharashtra state, Package C3 stands as the longest and represents the last pending civil package of the entire project awaiting award.
